Jim Jensen said the idea came to him in the shower. It was 20 years ago. He was working for the Montana Environmental Information Center, where he’s the executive director. He wanted to find a way to safeguard the state’s water from harmful mine pollution, an effort he said came in the wake of state lawmakers weakening water quality standards.
