SB 86, by Senator Duane Ankney (R-Colstrip), would punish owners of Colstrip who intend to close the plant. The bill would create a large new government program that would require the owners of Colstrip to pay for all potential residential and commercial property losses in the state due to the closure of the Colstrip plant regardless of the amount owed on the property or whether the original investment was prudent. SB 86 also attempts to require the owners of Colstrip to transfer their water rights to the town of Colstrip their water rights and to pay in perpetuity for the infrastructure to transport water from the Yellowstone to Colstrip 30-miles away.
