SB 191, by Sen. Duane Ankney (R-Colstrip), will allows local governments to use coal-related revenue to establish a coal trust fund to pay for the cost of coal plant transition. As markets continue to shift and regional utilities move away from coal, communities like Colstrip will be cash-strapped and in need of assistance as they makes hard decisions about what comes next. This bill will help to address that issue.
