HB 476, by Rep. Jim Keane (D-Butte) authorizes the Montana Board of Investments to offer low interest loans to NorthWestern Energy to pay for a coal unloading facility at Colstrip. This sort of loan would enable the Colstrip plant to use coal from mines other than the Rosebud mine, or, to buy an increased share of the Colstrip plant.
